In this Political game it is the people of Punjab who will suffer. http://www.hindustantimes.com/news/5922_810481,0015002000000094.htm Amarinder to meet PM for new Tribunal HT Correspondent Chandigarh, June 7 Cabinet for all-party meet, resolution in Punjab House CHIEF MINISTER Capt Amarinder Singh will seek the intervention of Prime Minister Manmohan Singh for the setting up of a new Tribunal to adjudicate matters relating to the sharing and distribution of Ravi-Beas waters and construction of the Sutlej-Yamuna Link (SYL) canal in accordance with the principles of riparian and basin states. He will meet the Prime Minister on June 9. Addressing newsmen here soon after a special meeting of the Council of Ministers, the Chief Minister said the Eradi Tribunal set up three decades ago had lost its relevance in the changed circumstances. “It is the need of the hour to constitute a new Tribunal, with fresh terms of reference regarding the changed ground realities, to adjudicate the river-water issue between Punjab and Haryana,” he said. “Our legal team headed by Senior Advocate Fali S. Nariman believes that various aspects relating to the river-water issues have not been covered in the June 4 judgment. A mention is being made before the SC today, pointing out these aspects,” he said. The Chief Minister said his government was fully committed to safeguard the interests of Punjab farmers. Capt Singh said the Cabinet today reviewed the position of sharing and distribution of Ravi-Beas waters and construction of SYL canal and took stock of the situation arising out of the June 4 SC order, dismissing Punjab’s suit filed under Article 131. He said it was resolved to convene an all-party meet to elicit support of political opinion and also move a resolution in the ensuing session of the Vidhan Sabha to ponder over all aspects of the matter and chalk out the future course of action on the basis of a consensus, cutting across party lines. Meanwhile, he said the government would continue to follow the legal redressal. According to the Chief Minister, the Council of Ministers noted that the sharing of Ravi-Beas waters had so far been effected by ad hoc decisions and agreements, dictated by the prevalent circumstances and exigencies, rather than by the internationally well-recognised principles of the rights of the riparian/basin states. This, too, had been overtaken by intervening events due to the long flux of time and rendered unfeasible for implementation, due to the vastly changed ground realities, he added. The Cabinet observed that Haryana’s suit of 1996 relating to the construction of SYL canal was decreed by the Supreme Court on January 15, 2002 during the tenure of the Akali-BJP government and the review petition filed by the then government was also dismissed, leaving the Punjab government in a no-win situation. In face of such heavy odds, the present government had been sincerely safeguarding the interests of the people, especially of the farmers, through a variety of political, administrative and legal measures, Capt Singh claimed. The Chief Minister said that Punjab had already pointed out that Haryana had received additional water from the Yamuna and Sharda-Yamuna Link Canal. Based on these factors, the government had already filed a petition under Section 3 of the Inter-state Water Disputes Act, 1956 before the Union Ministry of Water Resources, requesting it to appoint a fresh Tribunal to reassess availability of water before the SYL canal was constructed to divert the same to other states. The Chief Minister revealed that the NDA government as well as then Attorney General Soli Sorabjee had endorsed the state government’s viewpoint to set up fresh Tribunal under the Inter-state Water Disputes Act, 1956. Expressing unhappiness over the jubilation in Haryana over the SYL verdict, the Chief Minister said, “We want justice on the issue. We cannot allow a situation where over nine lakh hectares of Punjab’s farmland go dry, in case water is released to the SYL.” Lashing out at the Akali Dal for not seriously pursuing the SYL case in the apex court and with the NDA government at the Centre, Capt Singh said Parkash Singh Badal should have taken care of this problem during the NDA regime, of which his party was a constituent. “We want them to join hands with us and work for the people of Punjab,” he added. However, the Chief Minister said his party would not like to take recourse to extra-constitutional measures. “We will abide by the law of land and strongly pursue the case in the SC and elsewhere,” he said. ‘Soniaji has full faith in me’ ASKED TO comment on media reports regarding a possible change in the top leadership in Punjab, the Chief Minister quipped, “Nothing is happening behind the curtains. I have been sent to do a particular job and I will accomplish it. Soniaji has full faith in me.” ‘Only four gastro deaths confirmed’ FOUR PERSONS have died so far of gastroenteritis of the seven deaths so far in the state attributed to this disease, the Chief Minister claimed on Monday. He said six districts – Fatehgarh Sahib, Bathinda, Ferozepur, Hoshiarpur, Jalandhar and Sangrur – had come in the grip of gastroenteritis. |
