This sad incident happened in Union City, California. This happened
before the thanksgiving holidays.This young sikh boy was harassed in the bus by some black and somoan kids.They were taunting him for the turban and
long hair and were ridiculing him. This young sikh was getting nervous and scared and was walking back and forth in the bus. The bus driver who was white asked this young sikh to get off the bus and then those thugs followed him and beat him pretty bad. This kid then went home and he apparently cut his hair, because the article said he came to school in short hair and no turban.
This is a very sad incident and it is even sadder that if this kid
alongwith 3 other kids cut their hair because of this incident. These kids all go Logan High School in Union City, CA.

The following information may affect you and any Sikh in California.

It has come to my attention that a California Code of Regulation is going to change that will directly affect the Sikh inmates in an extremely negative way. It could be YOU, YOUR FRIEND, or YOUR FAMILY MEMBER booked for ANY reason. In fact, according to this proposed amendment, a Sikh inmate cannot even maintain its Sikh form as it forces him to shave his beard and trim his hair according to their proposed "grooming" regulation.

We have a large number of Sikhs prisons in California. Most of them are political prisoners who sought asylum here after escaping the cruel Indian regime. Some of them are perhaps for some other alleged crimes.

This regulations will DIRECTLY interfere in the Sikh faith and the Five Ks required of any Amritdhari Sikh. As we know cutting hair from any part of the body is not allowed in Sikhism.

This ruling is open for public comment until December 12, 1997. If there is no opposition, it will become a law. So please act now. If we work diligently WE CAN stop it.

It is important to first read page 1 of this which is reproduced below and then take a prompt action. Anyone can comment on this and protest against it, even if you are not from California. If it becomes a law in California, you can bet someday it will become a law in the entire US and possibly other places.

There is still time for action, but it is running out very quickly.

Protest is Planned in Sacramento on December 12.

You can oppose it in many ways.

* Write a letter to the address shown below IMMEDIATELY and vehemently oppose amendments to Sections 3000, 3062, 3075, 3287, 3314, AND 3315, Title 15 of the California Code of Regulations. Send the letter to the following address as soon as you read it - not tomorrow because it will be too late.

* Contact your representative of state assembly and the governor of California

* Educate your local Sangat and urge to take prompt action. Dicuss it with the Gurdwara sewadars.

* Please draft a letter in your own words. If you cannot do it, indicate in the form a simple letter that you oppose amenments to the aforementioned regulations that force inmates to trim their hair or shave their beard as it is against the Sikh belief.

This notice announces the amendment of Sections 3000, 3062, 3075, 3287, 3314 and 3315, Title 15 of the California Code of Regulations, to incorporate into the Director's Rules provisions govering inmate grooming standards.

IMPLEMENTATION: Enformecement will not start until 30 days after advance notice by warden.

PUBLIC COMMENT PERIOD
This public comment will close December 12, 1997 at 5 p.m. Any persons may submit written comments about the proposed regulations. To be considered, comments must be received by the California Department of Corrections, Regulations and Policy Management Branch, P.O. Box 942883, Sacramento, CA 94283-0001, before the close of the public comment period.

INTIAL STATEMENT OF REASONS <------ official stuff

This action amends provisions governing inmate grooming standards.

This action is necessary to promote good personal hygiene as well as to aid in the security of the prisons and to protect the safety of the public.

Legitimate penological interests support uniform grooming standards which assist in the identification of particular inmate who are outside of their approved area; by aiding in the identification of prisoners who are responsible for creating disturbances, and to assist in the apprehension and identification of excapees.

Prison restrictions on hair length assist correctional officiers in searches of inmates for concealment of contraband including dangerous materialss, reduce the difficulty and time needed to conduct searches, and aid in the promotion of hyiegnic and healthy living conditions inside the prisons.

The Department weighed institutional concerns against the rights of the inmates in order to determine reasonable grooming standards. Reasons supporting grooming standards are; (1) discipline and respect for authority require that individual members of the institutional sub-society accede to the needs for quick identification of persons and gender; (2) health and safety require hygienic conditions and the ability to make effective use of safety devices e.g. eye shields, headgear, and face masks; (3) instead of animosity among members displaying their individual loyalities or preferences requires a more uniform appearance; and (4) security requires the ability to efficiently search/detect weapons and other contaband.
