only Sikhs are allowed to get married in a gurdwara. this is because when a Sikh makes the 4 lavan round Guru Granth Sahib Ji, he seals a bond with Guru Ji and Waheguru promising to abide by the Sikh laws that govern a marriage.so i think that it is improper for a non sikh to make this bond by anand karaj mainly because he or she does not have "that relationship" with guru ji, so i think that the 2 partners must be Sikhs so as to be united by anand kaaraj
