What is meant by this ?
And
When will Khalsa rule ?

q 1: Raj Karega Khalsa means that "rulership of Khalsa". This is a meant as spiritual rulership, NOT a political or social rulership. It is, actually, a prophecy. No one can say WHEN Khalsa will rule, and no one can foretell WHO. Only Guru knows this.

There is another post on this that I recommend you read; it is about Raj Karega of the INDIVIDUAL Khalsa, who has learned to rule him or herself. Search Youth Forum using keywords "raj karega khalsa" and read the post by the same name.

q 2: I understand your 2nd query to be about significance of turban colors. If that is wrong, please explain in reply. Black turban (traditionally) means eradication of ego, symbolizing giving one's head to Guru.
Blue is traditional turban color of the warrior and has become the traditional turban color of granthis, ragis, singh sahibs, etc.,
Anyone can wear either color; there is no exclusion or limitation on this.
