In my experience, the only true sin is that which takes away your concentration from the Sat Guru. The world is full of maya (illusion) that distracts people from living a life in accordance with the Gurus. If you are so consumed with something that you can not live a proper Sikh life, then you are in sin. If you are thinking about masturbation so much that it takes away from your time to think about Sikhism, Gurbani and the Guru's advice, then yes, it is a sin.

Lust is one of the 5 emotions that one must overcome (the five are lust, anger, greed, attachment, egoism). The Gurus prescribed for us a medicine so that we can control these emotions so that they will not rule our lives. This medicine is Gurbani, Kirtan and Sangat. If you take this medicine, you will automatically realize what is a sin and what is not.
