we pay 25 % to the government as income and other taxes , a part of which say 1/3 may be used for social services for the poor. can this 1/3 be counted as a part of our dasvandh ?

No! Das Vandh is the tenth of your gross income. You give to Guru...the Unknown...as a return to the GIVER in gratitude. It is not your tax obligation to the government. SK
