Sat Sri Akal,

The first part of Ardaas was written by Guru Arjan Dev Ji and can be found on page 268. Here is a link to the shabad:
http://www.sikhitothemax.com/page.asp?ShabadID=906

The specific part about which you wrote above was written by Guru Gobind Singh Ji. Here Guru Gobind Singh Ji is saying:
"aggeyah peh akaal kee thubae chhalaeou panth. Sab sikhun ko hukum ha guru manoyoh granth"
-> The Khalsa panth was started with Your permission (Waheguru's permission). Every Sikh has the hukum to follow the Sri Guru Granth Sahib as the Guru.

A complete translation (of Guru Gobind Singh Ji's verses in Ardaas) can be found here:
http://panthkhalsa.tripod.com/Sri_Guru_Gobind_Singh_Ji.htm
Scroll to the bottom of the page and there will be a place which starts "Agya bhai Akal..." and then it is translated pretty well.

Gur Fateh,
HSD
