Dear Bhupinder Ji:
Wahe Guru Ji Ka Khalsa, Wahe Guru Ji Ki Fateh! It is appropriate for baptised Sikhs to greet each other with this greeting. That said, it is not inappropriate to greet non-baptised Sikhs this way. If greeting a group of Sikhs what do you say to everyone at once? Don't feel shy about using this greeting. Perhaps it will encourage the non-baptised to consider taking Amrit.
However, if you feel it is awkward to do so, or if you don't KNOW if someone is baptised or not, you can greet them with a "Sat Siri Akal" or "Sat Nam".
