Sat nam. We must not get wrapped around the axle concerning what is or is not God's will. This planet and all on it are imbued with the Light of the Creator and all operate under God's Hukum. Since humans have free will to make decisions, accidents of all kinds happen. Considering that there are 5 billion people on the planet, this should not surprise us. It is still part of God's will in the broad view of things. You and I have no way of knowing the karma of the ones who die in an accident (of any kind). It may have been their karma specifically, and if not, then the early departure will still account for some aspect of their karma. It is still in God's will.
I do not agree that one who dies in an accident AUTOMATICALLY transports into a new physical reincarnation. Maybe, maybe not. I do agree that whenever anyone dies, they only lose their physical form and move onto to a different level of existence but not necessarily in a physical, earth-bound reincarnation.
