Yes. Guru Gobind Singh created Khalsa, not men's Khasla. Khalsa has no gender. The same reasons apply for wearing the hair up regardless of which gender you are.
People submit to social pressure. Hindu women (and other religions) wear their hair down so it's easiest to go along with the crowd.
