khalsaji,
when singing shabads must you say wahe guru ji khal ka sa wahe guru ji ki fateh
before you start and after?

Waheguru Ji Ka Khalsa, Waheguru Ji Ki Fateh!.

Yes. Each time ragis begin and ends their set of shabds, they say this. If one is only singing one shabd, then this is said before and after that shabd. If they sing more than one, then they say this before they begin and when they are finished with all their shabds.
