Can one have the Anand karaj or specifically the Lama rites performed in the afternoon? Is there any cultural laws in terms of times of day to perform this very important ceremony?

Any help would be greatly appreciated.

Sat Nam,
I believe Anand Karaj is performed in the morning because it is the morning of your new life. It sets the proper vibration for your marriage as being something new and promising to be beautiful. Of course it still all depends of what you will chose to make of your life, but at least you want the beginning of your major commitment to be set at proper vibration.
