My question is this.
Is it right for another human being to order or hang another person regardless of how much bad they have done?

Sat nam. There is earthly justice and heavenly justice. Saddam Hussein had/has a karma that he will still have to pay per God's Hukum that "as one sows, so shall one reap." Humanity has developed systems of earthly justice (which may or may not be 'just' in Waheguru's eyes), as a means of deterring criminals or punishing them. Since the [Iraqi] "state" -- not an individual -- hung Hussein, right or wrong is purely subjective to the individual observer. In the "state's" eyes, it was the right thing to do. For Individual A to take another's life because s/he did something bad is wrong and puts Individual A in the same place as the other. The exception here is pure and real self-defense. Leave justice to the state and trust that the person who commits evil will experience true justice per God's Hukum. That is the Sikh way.
