I've been told that each person has two angels on their shoulders and one writes our thoughts and actions and goes up and tells God, while the second angel stays down and writes our thoughts and actions and then this angel goes up to tell God and the other comes back down and thus they alternate. Is this belief true in Sikhi?

Sat Siri Akaal. This is one way to explain how the akashic record of all our actions and deeds is made. Japji in the pauri that starts "So dar kayhaa, so ghar kayhaa jit bhai sarab samaalay..." -- in it you will see mention of Chitr & Gupat, who are said to record the actions of all.

It is not important HOW the record is written, whether it is Chitr & Gupat or these 2 angels you mention. What is important is that our thoughts and deeds are recorded and as we sow, so do we reap. If we think and do nasty things, we pay that back in this or some other life with nasty experiences. If we think or do good things, we experience good experiences. To write off the karmic account of past lives actions, we chant the naam. This has the benefit of improving our current life by mitigating the karma we are here to experience.
