The answer to your question is NO, under any circumstances NO. Your view is, frankly, racist. If these Punjabi women are marrying other ethnicities or religions, that is THEIR CHOICE. Who are you to tell them what to do? How on earth do you think Sikhi will grow??? It is not just an INDIAN religion or limited to Punjabis. It is a WORLD religion. There are Sikhs all over the world who are NOT of Punjabi heritage! (No offense to Punjabis meant at all!)
Also, if the Sikh woman isn't marrying a Sikh, then maybe she isn't really Sikh in her heart, or maybe her parents arranged the marriage and she didn't have a choice. Just because one is born Sikh doesn't make one Sikh. A Sikh is known by what s/he does and practices, not his/her birth. Lighten up and understand that this world will not survive if we hold on to racism and ethnocentrism as our standards. That is hardly a view I can see 10th Guru or any Sikh Guru holding.
