I wanted to cut my hair for so long but was scared that if I did my mom would be upset. what do u think i should do

Sat SIri Akaal. As Sikhs, this Forum does not endorse hair cutting. We think you should keep your hair, your mother's concerns notwithstanding. Far more important questions for you to answer yourself: are you cutting your hair out of rebellion, for fashion, because you don't believe in Sikhi, or do you even know?
