This question HAS indeed been asked. There are about 90 posts on this Forum concerning hair, which you can find by searching "hair." Search using "hair" & "beard" or "hair" & "facial" to see the purpose of the hair on the face and the head. Although the hair is in different spots, Sikhi regards ALL body hair as inviolate, and not to be altered.
The people who let their Sikh children cut their facial hair but not their head hair are NOT observing Sikhi as our Gurus taught us. Gurus told us not to alter the body in ANY way. This includes shaving, cutting/trimming ANY body hair, piercing anywhere, tattoo-ing, etc.
