Sat nam. Khalsa is a state of mind and being. Do not look at it solely from outward appearances as a Sikh in bana. Raj Karega Khalsa is about spiritual nation or world of people in a condition (or state of mind) that is Khalsa. It is not intended to be a political state or entity. Guru loved his Sikhs more than himself. Those with the discipline to be Sikh in form and substance and act as Khalsa are very special to Guru; it is not an easy path to observe all Guru's teachings in dress in bana! It is a double-edged path (khanda)--sorry, I forget which bani that reference is in.
But rule of the Khalsa does not mean that only Sikhs will rule the world or be spiritual leaders of the world. So those folks who told you it could be someone from any faith are partially right, but consciousness of Khalsa must also be there. Guru ang sang,
