why is it said in gurbani as only pre destined people have gods mehar,only they meet the lord,is it something nice they did in previous births?

Yes, we live many millions of lives...and finally earn the life of a human...then finally earn the right or gain the consciousness to be able to recognize God. It's not that God isn't there all the time...He/She is always there. One has to have the consciousness to recognize that energy. Gurbani gives us that consciousness. Of course, Gurbani is not the only way. There are many, many ways. In the purity of our consciousness we will then "hear" and "feel" the Infinite talking to us. GTKK
